George Baker serves as General Motors’ primary interface to the international vehicle crime investigation community. He leads the Global Vehicle Security Team, working with GM’s technical experts in all areas of vehicle security to ensure the company identifies and counters emerging vehicle crime trends to provide optimal vehicle security to its product owners. Prior to this assignment, George held various positions at GM, dating back to 1995, including locomotive program manager in Mexico and Russia, sales/marketing/aftersales director in Moscow, director of GM Military Trucks, and OnStar’s primary liaison to law enforcement. George is proud to have served in the U.S. Army on tanks and as a Russian foreign area officer. George holds an engineering degree from West Point and a master’s degree in Russian area studies from Harvard University.

Dallas Barnes was named SIU national director February 18, 2019, moving to that role from his prior position of SIU zone manager. Dallas joined Farmers Insurance in 1991 as an auto/injury field claims representative in Oklahoma City, Oklahoma. He relocated to North Texas to manage the Fort Worth auto claims office early in 2001. He joined the SIU department in 2004 as the North Texas/ Oklahoma team manager. In January 2007 he was named the Central U.S. SIU zone manager. Dallas shares his SIU knowledge as a member on several SIU industry committees and is currently the president of the International Association of Special Investigations Units.

As an accomplished public speaker, Teena has collaborated with an indicted attorney, providing knowledge at speaking engagements to shed light on an insider’s perspective into organized healthcare crime schemes and how to prevent them from occurring in the future. She is a graduate of Texas Christian University and holds an FCLA professional designation.

Rob Bodoni is a SIU regional manager for MetLife. He is responsible for the oversight of investigations throughout a multistate territory, the development and rollout of national training initiatives, producer/underwriting training, and public outreach programs. He is also the Catastrophe Response Vehicle coordinator working in conjunction with the MetLife national catastrophe team. Rob has served in many roles at MetLife, including SIU supervisor, national SIU trainer, and various SIU management positions. Before joining MetLife, he was an SIU investigator for CIGNA Property and Casualty Insurance Company, a special agent for NICB, an investigator with the National Investigation Bureau, and a police officer. Rob is on the Board of Directors for IASIU and chairs the Certification Committee and Constitution & Bylaws Committee. He holds various certifications and designations, including Certified Insurance Fraud Investigator (CIFI), Fraud Claim Law Associate (FCLA), Associate in Claims (AIC), and Associate in Insurance Services (AIS). He has a bachelor’s degree in criminal justice and a master’s in C.J. administration from Northeastern University.

In 1998, John joined the Auto National Catastrophe Team and in 2000 was named assistant regional catastrophe coordinator for the North Texas Region. In 2002, John joined Fire Claim Central in Dallas, Texas, as a Fire Claim Central team manager. John moved in 2006 to Winter Haven, Florida, as a Fire Claim section manager for the Florida Zone. In 2008, John was selected as a Fire Claim field section manager in Tampa, Florida. In 2009, John joined Life Company as the Life/Health Service operations manager in Greeley, Colorado. In January 2013, John was then promoted to assistant vice president – Life/Health & Mutual Funds in Bloomington, Illinois. In August 2014, John served as leadership enterprise development associate until January 2015, when he was promoted to vice president of operations – P&C Claims. In his current role, John has responsibility for the Special Investigative Unit (SIU) and the Personal Injury Protection (PIP) and Medical Payments Coverage (MPC) units. Sean Clifford is a career prosecutor who has been with the Colorado Attorney General’s Office since 2012. As first assistant attorney general, he supervises the Financial Fraud Unit, which employs both criminal investigators and prosecutors to investigate and prosecute insurance fraud and securities fraud throughout the state. He is also a member of numerous committees and groups that target fraud and regularly works with the Colorado Legislature on issues pertaining to criminal justice. Sean is a frequent presenter at law enforcement academies as well as community and industry groups on issues relating to financial crimes. Prior to joining the Attorney General’s Office, he was a deputy district attorney with the Jefferson County District Attorney’s Office, where he was assigned to the Economic Crimes Unit.

Rich joined ISO as an assistant manager in 1995 and later served as assistant vice president of marketing and as assistant vice president of business development, where he was responsible for identifying and completing acquisitions and strategic alliances in support of ISO’s strategic business units and subsidiaries. Before joining ISO, Rich held increasingly responsible positions in product development and marketing management at Continental Insurance Company. Celeste has earned both her CPCU and FCLA designations, graduated from Florida State University with a criminology degree, and earned her MBA from Villanova University, where she was awarded the Bartley Medallion. Celeste was recently named vice president of IASIU’s Board of Directors. Dominic Dugo, a career prosecutor with the San Diego County District Attorney’s Office, has prosecuted insurance fraud, including workers’ compensation, auto insurance, healthcare/disability, and life insurance fraud for 26 years. In 2010, Llorente Investigations named Dominic their nationwide Insurance Fraud Prosecutor of the Year. In 1999, he was named Insurance Fraud Prosecutor of the Year by the Southern California chapter of IASIU. Dominic established San Diego’s premium fraud (1996) and medical and legal insurance fraud (2005) task forces. Both task forces were the first of their kind. Dominic has served as assistant chief and chief of San Diego’s Insurance Fraud Division. In 2016, he was promoted to chief deputy. He now oversees the Insurance Fraud, Economic Crimes, and Victim Services divisions.

Prior to his insurance career, he served 15 years in law enforcement, reaching the rank of sergeant at a southwest Michigan municipal agency. Eric Hansen joined the insurance industry as a workers’ compensation claim handler in 1989. Over the next eight years, he took responsibility for the investigation of suspect workers’ comp claims in the Northwest and obtained his CPCU designation. In 1997, Eric transitioned full-time into SIU, where he investigated hundreds of suspect claims across all lines of business and obtained his SCLA designation with emphasis in property, liability, and fraud investigation. In 2007, he took responsibility for leading a team of investigators in the Northwest. Since that time, his leadership responsibilities have encompassed teams conducting suspect claim investigations across the western and eastern United States. Most recently, Eric took responsibility for leading a national team of investigators focused on provider fraud.

Alan Haskins is the vice president of government affairs for the National Insurance Crime Bureau (NICB). Alan is responsible for overseeing and developing the organization’s legislative and regulatory strategy at the state and federal levels. For the past 25 years, he has built a unique background working in government, public policy, regulatory, and legislative advocacy. He previously served as the director of government affairs for NICB. Before joining NICB, Alan served as the anti-fraud coordinator with the National Association of Insurance Commissioners (NAIC) and was responsible for coordinating all anti-fraud regulatory and legislative efforts on behalf of the state departments of insurance of the 50 states, U.S. territories, and the District of Columbia. Alan has served on numerous state and federal working tasks force, including cochairing the insurance subcommittee for the U.S. Department of the Treasury, Bank Secrecy Act Advisory Group (BSAAG), and serving on the California Advisory Task Force on Insurance Fraud. Alan has a bachelor’s degree in political science and criminology from Florida State University and holds CFE and CFS designations.

Timothy Hopper is a SIU major case manager for Sentry Insurance. He has extensive experience in fraud investigation, data analysis, and records verification with over 25 years of management experience in telecommunications, utilities, and insurance. Tim is responsible for managing Sentry’s major case unit, public records unit and the SIU’s analytics process. He helped Sentry evolve its analytics program from using an outsourced vendor solution to its current process utilizing advanced fraud models, business rules, watch lists, and the integration of external data. Tim is a member of the APCIA fraud committee, the CAIF technology committee, the International Association of Law Enforcement Intelligence Analysts, and IASIU. He is a past president of the Midwest Energy Theft Association and a former board member of the International Utilities Revenue Protection Association. Tim has degrees in Political Science and Public Administration from the University of Wisconsin-Whitewater where he currently serves on the dean’s advisory board.

Steve is chair of the Property Casualty Insurers of America’s Fraud Committee and serves on the IASIU Awards Committee and the NICB SIU Management Advisory Committee. He is also a fellow with Claims & Litigation Management Alliance and serves on its Fraud Committee. Dennis Jay is executive director of the Coalition Against Insurance Fraud. He has served as CEO since the Coalition’s founding in 1993. He oversees three main areas: government affairs, public outreach, and research. During the past 25 years, the Coalition has been a major driver in enacting anti-fraud legislation, communicating the fraud message to consumers, and alerting fraud fighters about emerging fraud trends. Dennis coordinated drafting of a comprehensive model insurance fraud law, which 21 states have wholly or partly passed. He initiated breakthrough research on why Americans do and don’t tolerate fraud as well as other research that has helped insurers understand the dimensions of fraud and anti-fraud solutions. He’s a frequent speaker on insurance fraud and has testified before several state legislatures and the U.S. Congress. He serves on several national and state boards and advisory committees, including cochairing the Healthcare Fraud Prevention Partnership. He also serves as an advisor to the NICB Board of Governors and the IASIU Board of Directors.

Greg is a former law enforcement officer with the State of Maryland and has liability, SIU, and auto damage experience with a prior insurance carrier. Dennis B. Kass is a founding partner at Manning & Kass. He leads the firm’s complex litigation team, which focuses on affirmative litigation cases involving insurance fraud, first- and third-party special investigation defense, high-exposure and catastrophic personal injury matters, mass torts, transportation litigation, and class action defense. Dennis prevailed in the first jury trial under Insurance Code §1871.7, the “whistleblower law,” obtaining an $8.2 million jury verdict against the defendant doctors. He was awarded the Police Officer of the Month award for the United States from the National Law Enforcement Memorial Fund for developing unique and innovative crime prevention programs. He began his career in the U.S. Air Force as a police officer. Jeff’s guiding philosophy is to be unique, innovative, and creative with special investigations. Before joining ISO, Tom was the national SIU director for the Prudential Property & Casualty Insurance Company and had responsibilities in corporate investigations as a director at Prudential in its worldwide operations. Tom has authored numerous state anti-fraud plans, SIU operational manuals, industry best practice studies, and SIU-related articles. He has also served as a police and fire academy trainer and has been a frequent presenter at international, national, and regional anti-fraud conferences and seminars. Tom is responsible for the direction of the Insurance Fraud Management Conference. He is board member of the New Jersey Special Investigators Association (NJSIA) and has held memberships with the International Association of Special Investigation Units (IASIU), the Insurance Security Association, New Jersey Vehicle Theft Investigators, and the International Association of Auto Theft Investigators. Cindy Nelson serves as fraud specialist in the claims department for Grinnell Mutual Reinsurance. In her role, she develops, coordinates, and implements processes, procedures, and resources to investigate and evaluate potentially fraudulent activities to determine if a legitimate claim exists and to eliminate waste and abuse. She is also responsible for creating and maintaining the corporate fraud plan and anti-fraud training. She joined Grinnell in 2014 after retiring as the bureau chief for the Iowa Insurance Fraud Bureau. Cindy has a law enforcement degree from Drake University and is a Certified Fraud Examiner.

Sean E. O’Keefe was a well-known, financially successful attorney in San Diego, California specializing in the representation of injured workers’. Sean was eventually indicted on charges of participating in a referral kickback scheme. He pleaded guilty to those federal charges and agreed to cooperate with prosecutors. As he continues to work with those prosecutors in the expansion of the investigation, others have been indicted on charges of inflated and fabricated claims. Sean also has collaborated with the SIU community in telling the inside story to some of the carriers that have been victimized by these illegal operations.

Doug holds the designations of Certified Fraud Examiner (CFE), Certified Insurance Fraud Investigator (CIFI), and Fraudulent Claims Law Specialist (FCLS). Before landing at Kemper, he held SIU positions at Reliance Insurance and Aon and worked for three law enforcement agencies in Washington State.

He has over 29 years of experience in the insurance investigations industry. He started his career in SIU with the ING Group as an SIU examiner. He has served as the national SIU director for Integon/GMAC Insurance, division SIU process leader for Progressive Insurance, and SIU and catastrophe claim director for Direct Insurance. He has served in multiple roles with industry organizations, including IFM, Florida Insurance Council fraud committee, NICB, NCICIE, North Carolina Insurance Crime Exchange, IASIU conference committees, and IAATI training and was instrumental in providing staged accident insurance fraud training for various state law enforcement agencies. He also serves on the PCI Insurance Fraud Committee and on the ISO SIU Director Advisory Board. In 2011, his efforts lobbying and providing testimony in support of PIP fraud reforms with the Florida Legislature, Florida Attorney General’s Office, and Florida Insurance Commissioner’s Office were recognized by the Florida Insurance Council.

Sean Serafin leads the SIU in claims security at USAA. Sean is also an executive sponsor in learning/development, innovation, and digital modernization initiatives. He previously served as the director of special investigations at Farmers Insurance and was the head of strategy and process for property claims. During his SIU career, he developed several specialty major case units to address complex fraud, including arson, auto repair, and medical providers. Sean implemented a predictive analytics team, utilized nurse consultants, and created dedicated analytic teams to improve fraud defense. Managing affirmative anti-fraud litigation allowed him to collaborate closely with law enforcement and support public awareness media campaigns. Sean served as vice president of IASIU, consulted with both the NICB and Coalition Against Insurance Fraud boards, and has been a guest speaker at many industry events. Sean has successfully developed an aerial imagery inspection program supporting roof inspections in catastrophe response and initiated a virtual reality training program to improve response to members’ water losses. He has dual degrees in Behavioral Science and Criminal Justice from California Polytechnic University Pomona and holds a FCLS certification.

Matthew Stewart is the Division of Fraud deputy commissioner for the Louisiana Department of Insurance (LDI). The LDI fraud division investigates both claims fraud and fraud committed by LDI-regulated entities. The division also oversees background investigations of entities seeking to do business in Louisiana. As part of a fraud task force that joins the efforts of the LDI with the Louisiana Department of Justice and the Louisiana State Police, the division combats fraud on administrative, civil, and criminal fronts. Before his current position, Matthew was an assistant attorney general with the Louisiana Department of Justice. He prosecuted fraud cases involving private insurance, workers’ compensation, tax, unemployment insurance, food stamp, and contractor fraud. Matthew coordinated with civil and criminal investigators to build cases against individual claimants suspected of fraud as well as businesses and business owners. He is a graduate of Louisiana State University and the Southern University Law Center.

Lieutenant General Joseph H. Wehrle is the president and chief executive officer of the National Insurance Crime Bureau, a not-for-profit organization that receives support from over 1,100 property and casualty insurance companies. The NICB partners with insurers and federal, state, and local law enforcement agencies to facilitate the identification, detection, and prosecution of organized insurance crime rings. Prior to joining the NICB, he was the president of USAA’s property and casualty insurance group, where he supervised 11,000 employees and managed a $6 billion book of business. Joe is a 1970 graduate of the U.S. Military Academy at West Point and holds an M.B.A. from the University of Utah. He is also a graduate of the Air Force Air Command and Staff College and the National War College. During a distinguished 33-year career in the Air Force, he commanded the 512th Tactical Fighter Squadron, the 323rd Flying Training Wing, the 17th Training Wing, and 3rd Air Force. Joe retired in 2003 as the Air Force Assistant Vice Chief of Staff.
